Sir:

During the past year, since the passage of the Bill giving the Omahas their land, a number of mixed-bloods from the Nebraska Reservation have come up here for the purpose of securing lands under the Bill.  Many of these persons were not born among the Omahas and all have been severed from the Tribe for ten twenty and even a longer term of years.  Should they be allowed to stay here, their number is sufficient to make them the cause of a serious loss of valuable land to the Indians actually entitled to allotments.

In my opinion they have unjust claims to any of this land, as they or their parents have already received land in the Half-breed Nebraska Reservation.
