Art. 4.  Since my arrival a full counsel has been held on the subject of [[?a]] these mixed bloods from the Omaha and elsewhere at which Mrs. Peters and her sister were present, and the voice of the Counselmen and the people was unanimous that mixed bloods be not allowed to take land under the present Act.  It was urged that there would not be land enough for all the new comers and for members of the tribe living here.  This objection is a serious one and I know it to be well taken by my personal "field" observations.

The Omahas cannot afford to give these outsiders of their best land.

Therefore in view of Art 4 of the Treaty of 1866, and of the unanimous wish
