Sir-
   A question has been put to me by some of the young men among the Omahas and I would respectfully submit it for answer.
   Can an Indian become a settler and purchaser of land west of the Railroad, and if allowed to do, will he forfeit his land allotted to him East of the Railroad?  To take land will he not be obliged to become a citizen, and what steps shall he take to become such?
