Dear Sir,
Are the Omahas and Winnebagos under your charge satisfied to hold their lands in common as now? Or do they want the allotments patented to individuals? In opposition to the proposed "Land in serveralty" bill it is urged that the Indians prefer the present condition of affairs and feel safer to keep their reservation unbroken.

You know that in their Treaty of 1854 the Omahas have a promise of patents which has never been fulfilled — Would it be too much trouble to get an expression of the wishes of the people now and put it in the form of a petition to Congress, or a letter to me.  And please give me your own opinion upon the subject.
