their benefit. These men are especially well located for the experiment of locating on their own lands. They ahve as fine agricultural lands as will be found anywhere. They have plenty of timber and good water. And they are a settled peaceable people well advanced in a knowledge of agriculture. There can be no question but giving titles is in the line of their direct advancement. If we withhold this benefit from them we do them a very great wrong. They feel that it is their right and they want it. The Omahas feel that we are not acting in good faith in withholding from them what we pledged them by our Treaty to do.
