   Sir,

    I arrived at the Agency on the 11th instant and thinking after, the list of allotments previously made, reached me.  The plats are not yet here.
     Hunting among the papers of the Agency, I found about thirty of the patents executed for the Winnebago of this cousin[[]] which had never been delivered.  From what I can learn the Indians to whom these patents were issued had already left this reservation for Wisconsin.  I also found quite a bundle of patents of the issue of 1872- Many of these were labled, "Indian not to be found."
    Yesterday I held a council with the Tribe.  It seemed best to do fr although the plats were not here and field work impossible.  The people are quite anxious for an allotment. and desire to exchange their old patents for those having the restrictions of the Severalty bill.  In the Council over one hundred patents were
