Winnebago

August 20 [[note in pencil "188"]]7

Hon. Comm'r of Indian Affairs

for:

I arrived at the Agency on the 11th instant. Shortly after, the list of allotments, previously made on this reservation reached me. The plats have not yet been received.

Hunting among the old papers at the Agency, I found about thirty patents belonging to the Wisconsin Indians. From what I can learn, it seems that their patents were never delivered, the Indians for whom they were executed having left the reservation for Wisconsin before the papers arrived. I also found a bundle of patents; on some was the statement "Indian not to be found". These belong to the earlier issues of 1872 when only English names were used.

On Friday, the 19th, I held a council with the tribe. It did not seem best to wait longer, as the people are very anxious for the allotment. At this council, the rules regulating the work were set forth.
