On July 25, 1887, I took the oath of office, and on the 8th of August began work on the Reservation.

The uninhabited portion of the Reservation to the Westward, contained the widest valleys, well adapted to agriculture, particularly the Logan and Middle Crock valleys.  (The Omaha and Sioux City R. R. runs through the latter).  In order to secure the most progressive of the tribe, every adavntage of soil and location, I began by placing the Indians upon land adjoining the white settlers on to the Northern, Western and Southern part^[[s]] of the Reservation.

Townships 25, 26, and 27; Ranges 5 and 6, were unencumbered by old patents so that no time was lost in the work of allotting in that locality.

The individual allottees accompanied me to the field and threw up the corners of their allottments, thus insuring their knowledge of the location of their lands.  Each family and near relations as far as practicable were allotted upon adjoining tracts to give companionship and encouragement in
