any one.  Were it not for the nearness of this small patch to "the boom." and the fact that Jas. Moses has so long been an Agency favorite, being called by the Indians "the sub-Agent", and permitted to dictate and do things no other Indian has ventured upon, there would be no serious objection to the Dept. releasing control of the E 1/2 of Lot l. Sec. 22; but under the circumstances, and as the tract is so very small, it seems to me that it would be better for the Dept. not to grant this allotment, which is likely to be a continual source of trouble to Indians who must get their wood at "the boom."  Any concession by the Dept. to James Moses will be used by him to injure those who do not believe in his conduct and methods and will be understood by the tribe as endorsing a man who is in no way worthy of Government favors, but who has here to fore been considered by the Indian as having the government at his back.
