James Moses during the year 1889 was the leader of the opposition to allotment.  He was "Judge" in the Indian Court of Offenses.  He is the leading Indian politician, an man of some ability, considerable tact, who has lived not by the labor of his hands, but by his wits.  He seemed to have been able to ingratiate himself with Agents, secure a controlling influence and to stand between the agent and the people.  He is nominally  a christian and equally a follower of the old "Te-wats" or conjurer, he attends service in the morning and calls in the conjurors in the afternoon.
