Sir:

In accordance with your letter of June 21, 1891 marked "L. 16753-1891" I wrote Mrs. Julia Cox quoting to her the conditions upon which her name could be a second time, presented to the tribe for adoption and allotment that is, that Mrs. Cox was to "agree in the event of her being again rejected by the tribe to remove from the reservation within a reasonable time." I placed the time September, as that would allow her to harvest the crop she has put in upon the land she has taken on this reservation. No answer was received from her.

Upon July 4, I asked the Agent to call a council for the purpose of presenting the new names proposed for adoption and allotment. He consulted with Yellow Bull, the Chairman of the Community upon the exercises and camp of the Fourth, and it was agreed to hold a council at 3.30 P.M. after the Indians had had
