The Indians were divided into three groups and appointed 3 English speaking Indians to count the votes in each group. I bade the Indians vote as they thought best, that the land was theirs to give to Mrs Cox & her children if they wished to do so.

The vote was then taken resulting as follows:
   For adoption - - 37
   Against adoption - - 102.

Since the Council Mr Cox has waited upon me and declared his intention to appeal to the Department upon the claim that his wife is Nez Perce. He says he has legal council & Indian witnesses Two whom he named, [[Tonahun?]] and Jesse, I have examined, their testimony amounts to nothing, and more over, [[Tonahun?]] has been promised $50 if Mrs Cox gets her land, and Jesse is also the recipient of gifts. If the Department so desires, I can give a transcript of all the evidence taken, but I trust that the end has come, for the sake of peace and morality.

Respectfully
