was a "private undertaking" and something distinct from the organizations provided for by the Act of Feb 8, 1887, Dec 5, which says: "and if any religious society or other organization is now occupying any of the public lands to which this Act is applicable for religious or educational work among the Indians the Sec'y of Ind. is hereby authorized to confirm such occupation to such society or organization in quantity not exceeding 160 acres in any one tract."

The Lapwai mission established in 1836 is undoubtedly entitled to a tract of land under this provision, and the exigences of the case make it necessary that I should allot to it a small piece of the north eastern part of the old military reservation.  This allotment does not in any way conflict with the school farm and its purposes.  The piece lies east of the road that runs thro. the valley [[floor]], as it enters the old military reservation.
