Your communication of July 16, 1891 marked "H. F. H. 15. 2950", has just reached me here.  In reply to the statement of differences sent me I will state as follows:

4th Quarter 1890, Voucher 3, Sub Voucher 30. "Per diem obtain 2 days at $3.00 per day Apr. 2 & 4. $6.00."

When I arrived at Dakota city Nebraska it was in a severe storm, at that time the frost was coming out of the ground, and the bottom roads were almost impassable.  The road between Dakota city and Winnebago was more than half the distance over the Missouri bottom, a large part of the way there, which is called "gumbo".  I could get no conveyance in which I could safely ride to transport me to the Agency on the 3rd of April.  I had difficulty getting a wagon to take my baggage. No one would agree to take me & my baggage in one conveyance with gumbo mud a foot or more deep.  I hired a man to take my trunks
