Sir:

I have the honor to report that as I was on the point of starting out to the Eastern part of the reservation, the harness which I had receipted for to Agent Moorhouse of Umatilla Agency proved to be worthless and unfit for service.  It was a patched up and mismated harness, the tugs were spliced & mended & were originally too light for mountain travel, there were no hold backs, or breeching, or cruppers, the reins were broken & and torn and metal parts badly worn, the collars, too, had lost their padding, and the heavy strain of the load proved the rottenness of the leather.  As it was absolutely important for me to at once take the field, it was impossible for me to wait for authority to purchase.  I therefore today purchased another handmade harness suitable for the mountain travel & would respectfully ask authority covering the purchase and also authority to issue certified voucher. [[under?]]
