impossible to make rapid progress, and I have to ask for authority for increased facilities for transportation. It is with sincere pleasure that I report the excellent and loyal service of James Stuart, my driver & interpreter. He had written to the Indian Commissioner on the passage of the Severalty Act & obtained a copy of the law, had studied it & was ready to brave persecution in carrying out its provision, believing that the gift of citizenship was the greatest boon to the Indian.
