Nez Perce Agency, Idaho. June 26, 1889.

Hon. Comm'r of Indian Affairs.

Sir:
Upon inquiry I find that I am likely to be for some months to come in parts of the reservation where some 70 to 100 miles intervene between me and an officer authorized to administer funds. I can not therefore, without a long difficult, journey, occupying a week going and coming, swear to my accounts before a proper officer. In view of these facts I would respectfully ask that I be granted permission to "certify on honor," while so isolated on field duty." (Dec. 24th Regulations Ind. Dept.}

Respectfully
