Hon. Commissioner of Indian Affairs,

Sir:
The reservation is almost devoid of grass, and in going on the land, I am obliged to haul provision for the horses, both hay & grain, and this has necessitated the occasional use of a pack horse. The grain and hay purchases by me under Authority granted in July, will only last about a month longer. I have applied to Agent Monteith to know if I could be supplied from the Agency for the 2d and 3d quarters, and he replies he has as yet no authority for Agency supply and it seems doubtful whether his estimates would cover the rations needed for my team. Grain and hay are very scarce & are advancing in price, and it seems expedient that I be granted authority to purchase at once, for the use of the government team used by me in transportation on the reservation from the beginning of the 2d Quarter until grass season, about April 15, 1890:

400. lbs. [[insert]] of oats [[/insert]] at 3 cents per lb. and 4500 lbs Hay, at 1½ cents per lb.
