limits were taught to elect their own offices, & justices for each precinct, one or two constables, so the [[?]] might lie and in road school supervision, and these offices be recognized, in law of the Ind court of Ind offenses, & Police and instructed in their duties, and forced to attend to them.  You can see that the Indian would be in a small measure at least prepared for the change that surely awaits the allotted Indians. Offices should be held but one year & reelection not encouraged, since the purpose is the training of the greatest number. Such a change in Agency management where allotment is about to begin or is taking place would be a great help. It would be of great service here.  These Indians, who are among the most docile, I have lived with, have been strangely mistreated.
