Sir:
In my report upon the progress of the work of the allotment of the Nez Perce Indians, I have stated some of the difficulties and needs of the work, and I would respectfully request that I be authorized to employ Indians as messengers to notify the Indians when needed during allotment to go for the mail, to take charge of the pack horses needed for transportation, at a cost not to exceed two dollars per day, when they furnish their own horse, and less when I furnish the horse, that is, from one dollar to one dollar and fifty cents according to service required.
