As Edward Reb^[[oi]]m has never known any other home, it seems harm to tu^[[r]]n him adrift and I would respectfully ask if it is possible for the tribe to adopt Edward Reb^[[o]]im so that he can be allotted, and if so, what form of adoption would be regarded as legal by the Department, the treaties making no provision for adoption^[[?]]

There are other cases of doubtful lineage wher^[[e]] the persons, so far as I have yet been able to learn, have never lived on the reservation until the land was designated for allotment. Can such persons upon failure to prove Nez Perce blood become subjects for adoption by the tribe?
