Sir:

At the expiration of the 30 days leave of absence granted me, I returned to the Office to make needed preparations to resume field work. So it was decided to have me stop at the Omaha Reservation [[insert]] Nebraska [[/insert]] and report upon the needs and conditions of the Allotted Inds, when en route to the Nez Perce Idaho. it was needful for me to ascertain which could legally become for them, and that being known, to estimate upon the help I should need for the field work and get authority for it. This matter has occupied considerable time, as several difficult legal points came up which modified plans of action and [[insert]] also [[/insert]] my instructions.
