Sir:
I am in receipt today of your letter of April 30. 1890 marked "A. 11145-90 12857-90" enclosing a letter from Peter Decora and the reply of Agent Ashley. I thank you for the opportunity to explain why the names of Henry, Peter and George Decora were on my list of Winnebagos needing assistance to open farms on their allotments.

Peter Decora, brother of Henry and George is a full blood Indian, one of a large family; five or six are still living, and others have left descendants. The connection of this family is one of the most extensive in the tribe, and they belong to the better rather than the lower class. They are not given to drunkenness, but they in common with almost all the tribe are liable to take liquor if offered them; they were never, so far as I know among those who sought after it and spread it among the Indians. They are decent rather than otherwise in their family relations. During allotment I investigated the
