Sir:

The Lapwai and Sweetwater valleys are bounded in both sides by [[strikethrough]] high [[/strikethrough]] hills several hundred feet high. To get in and out of these valleys roads must be laid out by graded zig-zags. Between the mouth of the Lapwai and the old stage road leading down to the Sweetwater, these roads should be marked out and made a matter of record. I have gone over the ground with the Agent and he fully concurs in the importance of providing for roads, to get in and out of the country. Roads on Section lines are almost impossible in this rough and mountainous region, and most of the road must run thro. allotments, or, as in grading down a hill or mountain, several acres must be occupied upon lands sometimes claimed for pasture. in view of these facts I would request that I be authorized to request the Surveyer to mark out practical roads, where they will be needed and in conjunction with the Agent submit these to you for approval.
