In view of the fact that the Indian starts with the disadvantage of a foreign language to acquire and is ignorant of many things the white child unconsciously learns during his earliest childhood, I would suggest that the Indian's term of school life should extend one more year than is taken for a similar course by our children. He needs longer contact with the discipline to be obtained from study and the infusion of ideas that are the heritage of a written language and history. I would also suggest the advantage to be obtained by the association with white schoolmates, and a residence in a white community that he may imbibe the stimulus of daily life in the midst of civilization.

The reservation environment restricts to a few limited opportunities any enterprise aroused in a government school student. He can be an Agency or school employee or perhaps a small farmer. The former openings are limited in number, and the latter depend upon locality and the possession of implements: there are, therefore many young men who fall into helplessness waiting for something to turn up and who are liable to be driven by the restlessness
