Sir:
Since writing my letter of Sept. 1, in ans. to your communication of Aug 15, containing exceptions to my accounts for the 4th Quarter 1890, I have been studying the Regulations, to see if I could refund the five dollars $5. due upon voucher No. 13. of purchase of forage, by deducting it from my salary when I next pay myself, as in that case the payment would be in the 1st Quarter 1891, while the amt. due would be in the 4th Quarter 1890. I cannot find any rule authorizing this method so I write to say I think that I had better send a certificate of deposit to the 2d Auditor for the amt. I learned from the Regulations that I should have sent my answer to exceptions in duplicate. I herewith enclose the duplicate of my [[exception?]].
