Sir:
I would respectfully request that I be allowed to purchase 2500 lbs of oats or barley for feed for the gov't horses under my charge. The season promises to be a dry one and crops short and I fear there may be trouble later to get food. I think I can buy some now at two cents per pound.  I therefore ask for 2500 lbs of feed at a cost not to exceed 2 cents per lb.
