a petition with the Supt. here addressed to the Council asking them to take some action toward filling the vacancies caused by removals by the Secretary. At a meeting of the council they voted to lay the petitions on the table.  They refuse to do anything until the Court determines the question raised as to the Secretary's authority to remove the Chief and Assistant.  Copies of the petition and the proceedings of the Council will be sent to the Secretary and he will either direct the Supt. to fill the vacancies or he may remove all the members of the council and call for a new election.  The full-bloods want a new election and I think they will insist upon it.

From all that I read in the papers things begin to look hopeful and when the campaign is full over I think the people will think seriously
