Where he had made notes of all this statement he quietly told C. that he was a secret service man sent out to get this very thing and that now he was ready to go back to Washington to make his report. The agent here told me about the scheme and asked me how I thought it would work and I told him that they had the man sure. Now the man is simply wild and ruin stares him in the face. He is now using his utmost efforts to the Council to approve the bids opened at the call of the Secretary and which were turned down by them but whether he can succeed is a question that is very doubtful. It is pitiful how this man is brought down. He came to me for advice and I told him he had better throw himself to the mercy of the Dept. and make a clean break of the whole thing, and maybe he will do it. He has a big family to support and that is the thing that nearly sets him crazy. The story, if written, would make quite a novel. It is interesting the way the Secret Service man worked.
