1 [[blank line]] Officers of the Quartermaster's Department will furnish supplies of Quartermasters Stores, means of Transportation, Buildings, Storage, &c. to Officers of the Bureau of Refugees, Freedmen &c. only on requisitions which have been approved by the Commissioner of the Bureau, and then submitted to the Secretary of War for his orders thereon.
