In Anson & adjoining Counties the planters desire to hire for monthly wages - the blacks refuse to hire - but desire to work farms on shares which I believe to be the worst plan for the freedmen. After the Holidays this difficulty - I think - will be overcome.

Few cases of violence are reported.

Petty Larceny increases to a fearful extent among the freedmen, & wherever the thieves are detected they are promptly punished by fines, hard labor, or imprisonment. A wide spread fear of insurrection prevails among the whites, which I believe to be ill founded- altho' it is true many of the blacks are armed, in some counties purchasing guns, powder & lead from the poor whites- If the holidays pass off quietly I think Contracts & plans for next year can be made very generally - but until after the holidays it will be hard to convince many of the planters that the negroes are well disposed.

In cases where, as in Anson County, the blacks are shooting hogs &c - I would respectfully advise their arms be taken from them-

There is an agent in Anson Co. & one in Asheville, the latter an officer, who make no report - there being no camps in those places.

Note I.-In the Column of Remarks give all facts of interest or importance in relation to the Freedmen, and the practical workings of the Bureau, particularly in relation to the Contract System, whether there is an increasing desire on the part of Freedmen to obtain work, or the contrary, temper of the people in reference to Freedmen, &c., &c.

Note II.-This report will be made by District Commanders on the 14th and 28th of each month, from the last report of Stations received at that date. It will be sent from each Station or Freedmen's Camp by the officer in charge thereof, in season for the District Report to be made out as directed above. The Column of Remarks, in addition to the remarks of the Officer in Charge of Station, will contain any suggestions or remarks of the District Commander.
