Seelly Supt. |   |   |   |   |   |   |   |   |   |   |   |   |   |   |   |   |   |   |   |   | The order releiving the 14" [[30? 80?]] & 89" Colored troops removed six officers of the Eastern District, consequently the operations of the Bureau have been much retarded. The freedmen seem indisposed to make contracts until after the holidays.
The Southern District shows a loss in the number of dependants - the same disposition in regard to making contracts prevails here as in the Eastern District. One planter however has secured hands for raising rice & has already commenced operations - this has been deemed impracticable by planters, on act. of the changed in the labor system. In the Central District contracts are being made, and a change for the better is manifesting itself - The Western District returns a larger number of freedmen employed by contract than all the others. The report of all the Supts. go to show that the freedmen are not at all inclined to make disturbance, and that the present inactivity is not the indication of a coming insurrection, but the waiting to see if there may not be some truth to the many stories they have heard of a something to be given them in the holidays.

NOTE I. - In the Column of Remarks, give all facts of interest or importance in relation to the Freedmen, and the practical workings of the Bureau, particularly in relation to the Contract System, whether there is an increasing desire on the part of Freedmen to obtain work, or the contrary, temper of the people in reference to Freedmen, &c., &c.

NOTE II. - This report will be made by District Commanders on the 14th and 28th of each month, from the last report of Stations received at that date.  It will be sent from each Station or Freedmen's Camp by the officer in charge thereof, in season for the District Report to be made out as directed above.  The Column of Remarks, in addition to the remarks of the Officer in Charge of Station, will contain any suggestions or remarks of the District Commander.
