Much suffering still exists which it is impossible to alleviate without encouraging idleness.  The lots occupied by the freedmen at Roanoke Island cannot be called farms, as they are mere building lots & as the product of the ground is a mere nothing  the Freedmen are almost entirely dependent upon the Government for subsistence.  There is an increasing desire on the part of the Freedmen in the vicinity of New Berne to obtain work & the demand for Laborers is great, but mainly for able bodied males, & the difficulty of getting transportation to the interior for the females & children is a great impediment to their obtaining support for themselves & thereby relieving the government. Of the 75 contracts made & witnessed by the officer at New Berne, the average rate of wages is $10:00/100 per month, whilst [[7?]] contract were approved with parties from Georgia, which gave very [[strikethrough]] advan [[/strikethrough]] good terms, paying as high a $200 per year & travelling expenses. Whilst many are making written contracts before Officers of the Bureau, hundreds are making verbal contracts, prefering as they do not to bind themselves so strongly, as they suppose they would be by the written contract |

NOTE I. - In the Column of Remarks, give all facts of interest or importance in relation to the Freedmen, and the practical workings of the Bureau, particularly in relation to the Contract System, whether there is an increasing desire on the part of Freedmen to obtain work, or the contrary, temper of the people in reference to Freedmen, &c., &c.

NOTE II. - This report will be made by District Commanders on the 14th and 28th of each month, from the last report of Stations received at that date.  It will be sent from each Station or Freedmen's Camp by the officer in charge thereof, in season for the District Report to be made out as directed above.  The Column of Remarks, in addition to the remarks of the Officer in Charge of Station, will contain any suggestions or remarks of the District Commander.
