 | | | | | | 15. There is a slight increase in the number of rations issued during the last two weeks owing to the extreme severity of the weather, and the difficulty at this season of the year in finding employment in the neighborhood. Much suffering still exists which it is impossible to alleviate without encouraging idleness.

16. There is an increasing desire on the part of the Freedmen to obtain work, and there is a great demand for laborers, but the demand is mainly for able bodied males, and the difficulty of getting transportation to the interior for the indigent females and children is a great impediment to their obtaining support for themselves & thereby relieving the government.

Whilst many are making written contracts before Officers of the Bureau, hundreds are making verbal contracts, prefering as they do, not to bind themselves so strongly, as they suppose they would be by the written contract. |
