"The condition of Freedmen in this Sub Dist. is certainly not what it should be. There is no doubt that all good citizens desire to protect them in their rights and property but when it is known that in the States of Tennessee and North Carolina there are one thousand (1000) Horse thieves but little safety of property can be expected. At the late session of the Superior court in this Co. (Duplin) the Judge (Basso) by request of the members of the Bar recalled the Grand Jury and addressed them at length in reference to this matter when at the same time two of the Jury were known to be horse thieves and another had a son engaged in the same business. Add to this the ignorance (many can neither read nor write) and prejudice that exists toward the Freedmen and their chance of safety, protection and justice is indeed small |

This Report to be forwarded to the Assistant Adjutant General Bureau of Refugees, Freedmen and Abandoned Lands, at Raleigh, N. C., by Superintendents of Districts, punctually on the 12th and 27th of each month.

In the column of Remarks will be embraced any information relative to the condition of Freedmen and their treatment by the Whites, not called out by the headings of this Report.
