Dear Sir: I think I have seen you in West Virginia, but am not certain. Did I meet you at Fairmount? Do the members of the school board at Moundsville want to build a school-house, and will they carry on a colored school? If so, and they have not money enough, I think Genl. [[underlined]] Howard [[/underlined]] will help to a reasonable amount. We aid in West Virginia, only in connection with the school board of the different places. Very Respectfully, Yours, [[signature]] John Kimball [[/signature]] Supt. of Education. [[line across page]] 408 Bureau Refugees Freedmen and A.L. Head Quarters Asst. Comr. D.C.
