(educational) in this Bureau, having gone to Lancasters Wharf, Charles Co. Md. on Aug 12th under verbal orders from this Office, & paid his own transportation ($1.25) I having failed to receive transportation asked for him.  I respectfully ask that the sum of $1.25 be refunded to him.

We cannot help to carry on the school at Romney.  I think the trustees are with-holding money due you.  During first visit I understood there was a large sum on hand enough to run the school a long time.  I think you have only had four (4) months school in all.  You must have your share of the local as well as state tax.  I think they are withholding the money due from local school tax.  You may have to sue them.  I would advice you to see Mr [[underlined]] Isenburgh, [[/underlined]] lawyer at Moorfield,, when you are there & show him the enclosed decision of Judge [[underlined]] Hall.  Thornton Moulton, [[/underlined]] is a colored man.  Shall be glad to hear from you & aid you in any way in my power.
