the Council, all the teachers of colored schools must be white persons.  Out of that city there are not over twelve (12) places in the State where white teachers can obtain board in white families.

West Virginia

This State has provided itself with a School System under which good schools are being established all over the State in well built new school houses.  It is provided in Section 19 of the State School Law that, "White and colored persons shall not be taught in the same school, but to afford to colored children as far as practicable the benefits of a free school education, it shall be the duty of the trustees of every school district to establish therein one or more primary schools for colored persons between the ages of six and twenty-one years, whenever the number of such persons residing therein, and between the ages aforesaid, exceeds thirty, according to the enumeration made for school purposes."

But as the colored man is without a vote in the election of the school officers, and pays but a small tax, if any, it often happens that the provisions of this section are not carried out.  A suit was instituted against the school trustees at Harper's Ferry who refused to obey the law, and the very just decision of one of the State Judges, Hon. [[underlined]] E.B. Hall [[/underlined]] is enclosed.  I learn that notwithstanding this order of the Court they are doing nothing toward sustaining a school for colored children in that place.

Delaware

In Delaware, a State school fund is raised from certain bank stock, tavern licenses &c., amounting to quite a large sum, which is distributed throughout the State in every school district where the people themselves will levy a local school tax.  Thus very poor schools are sustained in every place in Delaware except Wilmington; here I am informed good schools in well constructed houses are kept up.  But the colored people in Delaware are not allowed to be taxed for schools, and have no share of the [[strikethrough]] school [[/strikethrough]] State fund, and are entirely ignored by State, County and Town authorities so far as schools are concerned.  There has been a large free black population in the State for a long time, but nothing has been done by the State for their education.

The Delaware Association for the Moral Improvement and Education of the Colored People of the State, is aiding in the support of twenty-three (23) schools, and is a most excellent and worthy society.
