I send you a statement of payment made in Nov.  Of the $214.12 I received only $14.12, the rest you paid to several teachers, giving more than was due for the month to all but Mrs. [[underlined]] Davenger. [[/underlined]]  As I could not pay what was all owing to your over payment of a part, I charged in my account for December what was due and unpaid for November, and credited full payments to [[underlined]] Morris, Sullivan [[/underlined]] and [[underlined]] Anderson, [[/underlined]] the two first for December, the last for November and December.

With this explanation I think you find the account perfectly plain.  If I signed a receipt in full on the 1st of December I ought not to have done it, and you ought not to have asked it without sending more money, as you know I only asked for what was actually due, and you paid out a part of what I asked where it was not due.  Your mistake is in forgetting that I was not able to make payments to all in November.

The Bureau owns the building in which Miss [[underlined]] Hall [[/underlined]] teaches, and therefore rent cannot be charged.

[[underlined]] Douglas [[/underlined]] has a very large school, and wants more salary.  If you can pay him $3.00 or $5.00 more than the rest I shall be glad.

You have now in Maryland twenty-seven (27) teachers, and one (1) in the Dist. of Columbia.  Total, twenty-eight (28).  I shall want a good many more.

As Miss [[underlined]] Lyon [[/underlined]] does not come I changed Miss [[underlined]] Thomas [[/underlined]] to Forest Hill.  I also think a smart man should be sent to Salisbury.  It is quite a large place, the most important field on the Eastern Shore.  I send transportation to you that you may give directions about calling on you, and time to hit boat stage &c.
