I have the honor to report that there are in operation in West Virginia at the present time, to the best of my knowledge, seventeen (17) colored Schools that receive assistance from this Bureau, located as follows:

Brook's Hollow, Kanawha County

White Sulphur Springs, Greenbrier County

Martinsburg, " " [[dittos for Berkley County]]
Harper's Ferry, Jefferson " [[ditto for County]]
Shepherdstown, " " [[dittos for Jefferson County]]
Charlestown, " " [[dittos for Jefferson County]]
Buckhannan, Upshur " [[ditto for County]]
Clarksburg, Harrison " [[ditto for County]]
Romney, Hampshire " [[ditto for County]]
Parkersburg, Wood " [[ditto for County]]
Point Pleasant, Mason " [[ditto for County]]

At all of these places except Parkersburg, where the school is held in a Government building, we have aided in building School-houses.  The amount expended is something over $4000.  Application has been made for rent of school building at Harper's Ferry, which rent is to be used in support of teachers.  I do not know that the application has been granted.  This is the only place where we are asked for any aid in supporting the school.  Teachers are paid by the State School Commissioners.

I visit the schools when I can, and hold Educational meetings, which are usually well attended.  As we do not aid in paying the teachers, and the places are far apart, and therefore cannot be visited often.  I find it very difficult to get regular reports of the schools.  This is all we are now doing in West Virginia.

Please have this bill against the Government made out for material, and not for labor:  made also to you as agent of the Society.  Also send the receipts of the contractor for such material.  I would also like a copy of the contract.  Then I will have proper vouchers made out, and get you the money.
