If the people about any of your churches will get a lot of land and deed it to a Board of School Trustees, for a Free Public Colored School, and the promise to put up a School House (20ft x 32ft) and to board a Teacher, then the Bureau will help build the School House, to the amount of $200.00.  And will try to get the salary of the Teacher paid.  It is expected that you will not act unless there will be 40 scholars for each School House.
