If the people about any of your churches will get a lot of land and deed it to a Board of School Trustees, for a Free Public Colored School, and the promise to put up a School House (20ft x 32ft) and to board a Teacher, then the Bureau will help build the School House, to the amount of $200.00. And will try to get the salary of the Teacher paid. It is expected that you will not act unless there will be 40 scholars for each School House. Very respectfully yours John Kimball Supt of Schools
