Washington May 13 1870

Dear Mrs Lowell
I have yours of 5th inst. Gen Balloch informs me that he has answered Miss Collins and attend the Vouchers to correspond with your ideas. Now as to Rental for the other Schools, I consider every school which has an attendance of 30 as entitled to $10 rental. It does not matter who applies for it. The application can honestly be made by you who [[underlined]] place [[/underlined]] the teachers — or by the teachers [[underlined]] individually [[/underlined]] — or by the Trustees of each school. I will pay to either, if the N E Society has not rec'd rental.

I am going to Kent and Queen Anne's Co next week and will close all the Schools which are not doing well.
