I have addressed the Secty of War on this subject with explanations requesting him to submit the question to the Secretary of Interior.

It also appears that I did not forward my Property Return for 1st &  2d Inv. 1850 in which 65 Blankets received from Maj. J.L. Donaldson are unaccounted for. I transmit them by this mail to the Commissioner on Ind. Affairs. My omission to render these accounts before was an oversight as they have been made out ever since June 1850.

Sir

    Should Lt. Walbridge, during my absence, ask you for force to assist and secure certain Indians who are expected to visit this Agency I have to request that you will aid him with men and means.
    The securing certain criminals expected to come in, or, to be brought in, is of great importance - I must also ask you to supply a small guard to accompany the criminals under Lt. Walbridge, to Fort Brooke and that you will order such guard to remain at Ft. Brooke under my orders until I can otherwise secure the criminals.
    Lt. Everett has notified me that there is not a man disposable for guard duty at Fort Brooke.
    Of course I should detain any guards from him, the least possible time - or only until I could transfer the prisoners to the civil authority.
    To provide for a contingency I must further request an order for the Comdg. Officer at Fort Mead to receive and keep the prisoners until further orders.

May 15th 1850

Dr Sir

    Should the Indian criminals visit this post within 5 or 6 days, as the chiefs have notified me, you will arrest & secure them. 
If not here in that time, they will be brought in by the Chiefs from whom you will receive them. Apply to Lt Col Winder, as officer commanding for all necessary aid to carry out these orders. 
The criminals are 

1. [[underline]] Pahosee [[/underline]]
2. [[underline]] Ista-chok-se-hoh'-kee, [[/underline]] son of Pahosee
3. [[underline]] Kostsa-Hajo (Sow-ah-hih'-tsu) [[/underline]]

Examine any horse-equipment & clothing they may bring in with them & compare with the boy [[underline]] Hubbard. [[/underline]]

Explain the cause of the arrest(by order of the Agent & the General Council) to any Indians who accompany them in, and urge any outsiders present to give testimony in the case. If any Indians attempt to interfere with the arrest you will secure them - to be punished or shipped for Arkansas.

Should the criminals fail to come in or not be brought inn, as promised-you will then wait till the end of the moon, Say June 1st, and secure any party of outsiders who come to trade. and if you have no communications from the chiefs up to that time you will not wait any longer - but this is not anticipated. 

After completing the affair of the criminals you will introduce Mr. Blake to the Indians as the new Agent. Then repair to Ft. Brooke by earliest conveyance with the prisoners. 

Should you see any chiefs after securing the criminals say to them - [[underline]] if they bring in the men- [[/underline]]

"That as the wanton murder of the boy occurred while Mr. Casey was their Agent, he is glad they have done justice and maintained the Law while he was here. That since he last saw Bowlegs orders came from Washington to change the Agent and he Mr. C. is no longer the Agent. He is glad to get away from this duty because they would not hear his talk or advice, and their law has been weak, so that a few bad men have kept up trouble all the time. that finally he hopes they and the new Agent may be please with each other." 

If you have to seize the criminals begin by saying - 
"That Mr. Casey says they have not acted like chiefs or warriors. That they should have seized the criminals themselves
