Captain,

I have read your letter of the 4th and accompanying papers.

With regard to the beef reported as "captured" or taken from Govt. Aguirre and used (issued) by the contractor, you have not stated the circumstances, but if it was captured by the troops it was, of course, the property of the Un[:] States, and you allow the contractor for butchering and issuing not to exceed say half of one cent per pound or it he prefer it the "Hide & Tallow."

Should you have paid him (the contract price) for the beef in question - which from your letter seems possible - you will deduct the amount from the next payment.

Mr. Boultbee's offer to furnish flour is not deemed reasonable.

Please ask Capt. Posts whether he received his [[underlined]] November papers [[/underlined]] which I retuned to him by mail for correction

Please correct the following errors in [[underlined]]Dec Return[[/underlined]].  In entering ab: of sales to officers - [[underlined]]22[[/underlined]] lbs should be [[underlined]]24[[/underlined]] lbs Bacon.  In entering recpt  no 9 (from Lt Ross) the last item is not named in the heading, but is presumed to be one bbl of sour Krout.

In entering receipts No 4 from Lt Harrison you have entered 1 bbl 100 lbs instead of 100 lbs (or 1 half bbl) 13 [[.?]] crediting yourself with 1 bbl too much.

I have to return to you your quarterly papers for correction.  The accounts for disbursements, as for services, [[some? of? rations? ?]] or any thing other than for purchases of supplies, should be consolidated in an "abstract of contingencies" [see Ref [[subsept? par? 1130 from? 3 ? ?]

The certificates to many of the [[vols? require? ? A Vol.?]] is also wanting for $[[37?]]85 turned over in Oct. to D W.H. [[Janson?] - the Hosp. Fund should be disbursed by the [[Ales. [par 1106] & you will please report on why you have not done so.

There appears to be a [[von:?]] wanting for the Rel. of [[prop?]] No 2 presumed to be an invoice of the property delivd to you.

Yr Dec. Rept appears to be correct and will be forwarded to the[[Celv?]] by next mail. - I sent you the Reg: & Forms of this Dept. & if you already have a sett please hand them to Capt. Donaldson

It is very desirable to have here 150,000 rations Salt meat - principally pork and 300,000 rations of the other items (including principally flour and rice)

These data will enable you to determine the loading of the next train in the absence of any more particular estimates of extra articles we require [[?]] Corned beef and whiskey
