32 Captain, I have read your letter of the 4th and accompanying papers. With regard to the beef reported as "captured" or taken from Govt. Aguirre and used (issued) by the contractor, you have not stated the circumstances, but if it was captured by the troops it was, of course, the property of the Un[:] States, and you allow the contractor for butchering and issuing not to exceed say half of one cent per pound or it he prefer it the "Hide & Tallow." Should you have paid him (the contract price) for the beef in question - which from your letter seems possible - you will deduct the amount from the next payment. Mr. Boultbee's offer to furnish flour is not deemed reasonable. Please ask Capt.
