Harpers Ferry
April 7, 1868,

Dr Sir:

I have not as yet been able to make final arrangements for teacher at Frossburg. will do so with as little delay as possible. I had heretofore made an effert to do so through Mr. Janney. but he required them to pay as much as it will cost them to sustain a teacher themselves, which they are not able to do. The place is about 130 miles from here and not being able to go there at present it will take some little time to arrange preliminaries. I suppose about 30. Children (perhaps more) will attend day school.
