Sir:
The Commissioner directs me to ask that you take all possible steps to prevent scholars in large towns and cities from going from one school to another, at least during any one term. This practice is complained of, and as we all know is very demoralizing. You cannot absolutely forbid this, but instruction, persuasion, and perhaps a common interview with the teachers of several schools would do much to remedy the evil, wherever it exists.
