Parkersburg, W.Va., July 14th 1868.

Received letter of the 10th inst. States that the School Board will meet on the 18th inst. when he will submit the letter, and have Genl. Howard's questions answered; that he intended to visit Washington, but was prevented, for the purpose of securing aid from the National Executive Committee, for the establishing of a German Radical Paper, the necessity of which is much felt; that if Genl. Howard or the Supt. of Education would call on some of the members of that Committee and impress upon them the importance of this matter he thinks the object might be attained; that as he is situated, having an English paper, the whole expense of the stablishment of a German paper would not exceed $2200.00.
