Sir, Your highly important letter of the 16th was duly rec'd., as you have stated in  your letter that you have sent me right blanks to sign, which blanks contain the cost of transportation at government rates though they do not compare with the amount of the cost of my transportation which I sent you in a previous letter, thinking that it is essential for me to admit the receit of a partial payment of my transportation I have acted accordingly. The reason for my delay in answering your letter was my desire to acknowledge the receit of the Books they were all right
