There has been no significant change to planned federal programs FY 1984-88. It is currently assumed that Congressional action appropriating $1,000,000 to the Institution in FY 1983 for the operations of the National Symphony is a one-time measure, and projections for FY 1984-88 do not contain funds for this purpose. The draft [[underlined]] Prospectus [[/underlined]] submitted last September contained the Institution's requested FY 1984 federal S&E budget to the OMB. At that time, the Institution was seeking an S&E budget allowance of $154,498,000, building on an anticipated base FY 1983 appropriation of $144,110,000. As a result of recent Congressional action, the FY 1983 S&E appropriation is $144,366,000 and OMB is allowing the Institution to seek an additional $5,085,000 for a total operational request in FY 1984 of $149,451,000, excluding the effects of legislated pay increases. The details of this request are contained elsewhere in the Treasurer's financial report. Projected operating levels through FY 1988 have been reduced since September by about $3,900,000. The revision is largely associated with a rephrasing of equipment cost estimates for the Museum Support Center, and a change in indices provided in November to the Institution by OMB for the purpose of calculating the impact of inflation.

The January 24 [[underlined]] Prospectus [[/underlined]] and the S&E resource projections through FY 1988 continue to emphasize the Institution's requirements related to equipping and operating the Museum Support Center. With an FY 1983 base appropriation for these purposes of $6,707,000, the Institution will need to phase equipment purchases (primarily for the storage
