The outlook for institutional involvement in grant and contract work has not changed. It is unclear as to what level NASA's space science programs will be funded in the future, consequently it is difficult to predict the level of grant and contract support the Smithsonian Astrophysical Observatory may receive. The [[underlined]] Prospectus [[/underlined]] material remains the same as distributed in September.

The chapter "Beyond FY 1988" remains unchanged from the September draft, and the appendix which presents a constant dollar analysis of the trends has been updated to reflect OMB decisions on the FY 1984 request.

After discussion the following motion was adopted:

VOTED that the Board of Regents approves the Five-Year Prospectus dated January 24, 1983, covering the fiscal years 1984 to 1988, anticipating that annual revisions will similarly be presented for its approval.

[[underlined]] Design Status [[/underlined]]

The Secretary reported that on November 10, 1982 the Institution presented to the Commission of Fine Arts several refinements to the Quadrangle landscape design and samples of proposed granite finishes and colors. The Commission unanimously approved the granite selections and appears to be prepared to approve the landscape design pending resolution of one or two plant specimen selections.
